Well, this is the standard phpBB3 prompt which I assume has been tested against more language speakers than I know.
The previous version of phpBB used to ask whether you were 13 or over, and I got just as many of these emails then too.

I’m playing it safe by leaving it on. We were hosted in the US until relatively recently after all – I assume I could remove it now we’re hosted in the UK but I haven’t looked into it.

Ok, I’m going to disable this COPPA nonsense – although the FTC doesn’t say anything about server location, they shouldn’t be able to enforce their silly rules if the server is outside their shores. Not that it stops them trying sometimes.

In my mind, it needs a mandatory comma ‘,’ between the word ‘procedure’ and ‘please’. This will be read smoothly.
But I agree with your decision to disable it
